Preamble
We, as Republicans, pledge to serve Clarkstown with vision, accountability and civility, and to lead responsibly toward progress and economic growth. We will be a responsive to the public and encourage to participate in the discussion of critical and sensitive issues that affect the quality of life in Clarkstown.

Abraham Lincoln, our first Republican President, expressed the philosophy that inspires us to this day: "The legitimate object of government is to do for a community of people whatever they need to have done, but cannot do, at all, or cannot, so well do, for themselves in their separate and individual capacities. In all that people can individually do as well for themselves, government ought not to interfere."

We believe good government is based on the individual and that each person’s ability, dignity, freedom and responsibility must be honored and recognized. We believe in equal opportunity for all – not equal outcomes. We believe we must retain those principles of the past worth retaining, yet always be receptive to new ideas with an outlook broad enough to accommodate thoughtful change and varying points of view.

1.0 Role of Government

1.1 The proper role of government is to provide for our people only those critical functions that cannot be performed by individuals or private organizations. The best government is that which governs least and is closest to the people.
1.2 Those services that must be provided by the government should be timely, effective, efficient and be accomplished through the prudent management of our resources.
1.3 Elected officials and government employees are servants of the people and policy-making decisions should always be made with the peoples’ best interest in mind and never out of self interest.
1.4 We believe the participation of citizens in town government is vital. We encourage open town meetings and frequent communications via the town’s website and other media outlets.
1.5 We expect our elected officials to be accessible and responsible to all citizens of Clarkstown and to adhere to the highest standards of ethics and personal integrity.

2.0 Fiscal Management

2.1 We must promote and practice fiscal responsibility in budgeting the services and operations of Clarkstown while recognizing the severe economic challenges facing our town taxpayers. We must refrain from mortgaging our future fiscal health for thesake of short-term comforts or political gain.
2.2 We must streamline government operations, eliminate wasteful spending practices and encourage cost saving initiatives. This can be accomplished through competitive bidding policies, more stringent accountability of monies spent, improved technology, partnerships, grants, and volunteerism. We support cooperative efforts to effect cost savings among Clarkstown, neighboring towns and the County.
2.3 Our goal is to minimize taxes while effectively providing needed services.

3.0 Economic Development

3.1 We will work to attract new businesses and retain existing businesses consistent with the character of our town. This will expand the tax base and reduce the burdens of the individual taxpayers.
3.2 Economic development should proceed on the basis of a balanced Comprehensive Plan that is in harmony with the social, cultural, recreational, and environmental needs of the community.
3.3 We support policies that encourage individual enterprise and small business.

4.0 Public Safety

4.1 We believe that a government’s foremost responsibility is providing safety and security to all citizens. We believe that every resident of the Town deserves the right to live, work, and play in complete safety.
4.2 We strongly support local police, volunteer fire departments and all first responders.
4.3 We believe that the rights of law-abiding citizens should outweigh the rights of criminals and that the enforcement of laws is the best means of furthering a civil society.

5.0 Values

5.1 We believe in equal rights, equal justice, and equal opportunity for all persons.
5.2 We believe in an educational system that is viable and accountable in providing and building excellence in education and facilities for all.
5.3 We must promote and encourage our senior citizens to remain active participants in our community to take advantage of their knowledge, real life experiences, and dedication to the Town.

6.0 Environmental Protection & Energy Conservation

6.1 We believe in responsible stewardship of the land and its resources. Common-sense policies should be implemented to allow for environmental protection and economic growth. It is necessary to protect our environment, preserve the quality and character of our neighborhoods and prudently manage all public assets.
6.2 We must maintain and improve our Town’s infrastructure includingroadways, parking lots, sidewalks, paths, trails, parks, open space, and allotherfacilities for the good of present and future generations.
6.3 We support efforts to conserve energy while promoting alternative sources to benefit the environment and help lower Town operating expenses.
